National Transportation Safety Board
About this file
This document is a Request for Information (RFI) from the National Transportation Safety Board (NTSB) regarding a new Investigative Case Management System (ICMS) to replace their existing SAFTI system. The RFI provides detailed insights into the agency's current technical environment and system requirements, including integration needs with six existing systems such as the Medical Investigation Catalog System (MEDICS) and Digital Asset Management solutions. The current system was developed by Deloitte Consulting and is built on Azure VM Server 2019, Azure DevOps CI/CD, ASP.NET Web technologies, and SharePoint.
The NTSB anticipates approximately 396 total users across seven role types, including 295 investigators, 64 modal administrators, and 19 modal chiefs, with no plans to expand beyond this user base. Key system requirements include mapping capabilities, weather condition tracking, investigation support request management, safety message development, and a duty officer event entry process. Notably, the NTSB is not planning to procure a system in the current fiscal year and seeks this information solely for market research. The agency will require historical data migration of 25 GB of database and 770 GB of SharePoint files, and the system is intended for internal use only, with no public-facing web portal planned.

ANSWER: If the NTSB determines to procure an ICMS, it will consider demonstrations.
19. Can the following be provided for each integration: "An example of the use cases (is it querying for information within the CMS and then pulling information from the other system or vice versa, and what data types)
ANSWER: SAFTI might query information from other systems to get preliminary reports which are written and reviewed outside of SAFTI.
20. How many total users will require access to the system? To ensure accurate pricing aligned with our licensing model, please provide a breakdown of all anticipated users, including:
ANSWER:
a. Total number of users who will need access.
Answer: Review question 1 response.
b. User types (e.g., administrative users, full-access users, read-only users, guest/external users).
Role Labels Count of Role Aviation Analyst 1 Investigator 295 Modal Admin 64 Modal Chief 19 RE Guest 1 Recorder Specialist 16 System Admin 6 Grand Total 396
