About this opportunity
The U.S. Army Corps of Engineers Jacksonville District is soliciting proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed price contract to provide comprehensive Invasive Species Management Services across Florida and the South Atlantic Division. Services required include terrestrial and aquatic vegetation management, environmental restoration and protection, vegetation planting, and Geographic Information System (GIS) mapping and aerial imagery services. The contract will be evaluated using a best value tradeoff approach with three primary factors: Technical (management, planning/execution, and contract management), Past Performance, and Price, with technical and past performance being significantly more important than price. Key qualifications include holding a Florida Department of Agriculture and Consumer Services Commercial Pesticide Applicator License and the ability to perform 51% of work as the prime contractor. The deadline for proposal submission is November 7, 2025, at 4:00 PM EST, with the questions deadline having been extended to October 17, 2025, at 12:00 PM EDT. An optional site visit was conducted on October 15, 2025, at Dyess Ditch in Okeechobee, Florida, and Amendment 0001 extended the original due date and incorporated updated evaluation criteria and pricing documentation.
This solicitation is designated as a Total Small Business set-aside and represents a new contract following the incumbent contractor Applied Aquatic Management, Inc., which held the previous contract valued at approximately $35 million across 44 task orders. The total maximum contract value is $45,000,000 with a minimum guarantee of $5,000, structured as a five-year base period consisting of five 12-month ordering periods plus one six-month option. The estimated capacity per ordering period is $9,000,000, allowing the government significant flexibility in issuing task orders based on operational needs. The mock task order treatment area spans approximately 859 acres near Lake Okeechobee, focusing on invasive species management in upland and wetland habitats across Okeechobee and Glades Counties. Performance of services will take place throughout Florida and the South Atlantic Division, with task order-specific locations to be determined by individual Performance Work Statements issued during contract execution.
