About this opportunity
The National Park Service Intermountain Region seeks quotations for an Indefinite Delivery/Indefinite Quantity contract for invasive plant treatment on roadsides at Grand Teton National Park, with quotations due May 20, 2026. This is a 100% Total Small Business Set Aside under NAICS code 561730 (Landscaping Services).
Place of performance is Moose, Wyoming 83012. The contract structure comprises a base year (June 1, 2026–May 31, 2027) plus two optional one-year periods, with a maximum contract value of $349,000 and a minimum guarantee of $40,000 for the initial delivery task order. The government estimates approximately 1,000 acres of treatment in the base year with a guaranteed minimum of 300 acres annually.
Work consists of ground-based herbicide application within 25 to 50 feet of roadsides using handheld spray guns or boom sprayers on utility terrain vehicles; motorized ATVs and truck-mounted spray systems are not approved. Pricing is quoted on a per-acre basis with mobilization and demobilization included. The contractor must employ a Site Manager holding a Wyoming Commercial Pesticide Applicators license with two years of noxious weed management experience; all personnel mixing or applying herbicides require current Wyoming licenses and must work under licensed supervision. Performance standards mandate 90 percent herbicide efficacy on targeted species verified through government final inspection at least 14 days after treatment completion; failure to meet standards results in reduced payment or non-acceptance.
Contractors must furnish all herbicides, adjuvants, materials, equipment, labor, licensing, and transportation. Government-specified herbicides include Milestone 7oz/acre, Telar 1.5oz/acre, and Glyphosate, with contractor-proposed alternatives subject to NPS approval. Deliverables include daily treatment records on government-provided forms, GPS data compatible with ArcGIS Pro, and weekly quality control self-inspections. Equipment must pass weed-free inspection. Service Contract Labor Standards apply.
Quotations must include signed SF-18, technical approach (2 pages maximum), three prior project examples from the past three years with points of contact, completed price schedule, contractor core data, and a photograph of the UTV being used. Evaluation considers price, technical capability to meet specifications and qualifications, and prior experience. Questions are due May 15, 2026, submitted in writing to Sharon LaRosa at Sharon_larosa@ios.doi.gov. A site visit is scheduled for May 13 at 10:00 a.m. Mountain Daylight Time at the Moose Post Office. Amendment 0002 (effective May 18, 2026) incorporated FAR clauses 52.216-18 and 52.216-19 and the UTV photograph requirement.
