About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring an Intrusion Detection System (IDS) upgrade consisting of one Honeywell V5 Vindicator intrusion detection unit, 28 Optex ceiling-mounted motion sensors (model SX-360Z), and eight Magnasphere Battery Management System sensors (model HSS-L2S-000), along with removal and installation services. The procurement is driven by the requirement to bring Building 2721, Bay D at Hill Air Force Base into compliance with Intelligence Community Directive standards for Classified Processing Area designation, which is scheduled to commence in February 2026. Key contract requirements include that all equipment must be brand new and sourced from the Air Force Non-Nuclear Configuration Management Database Equipment Approval List, with no alternative manufacturers permitted due to compliance mandates. The Government will evaluate proposals using Lowest Price Technically Acceptable (LPTA) criteria, with only the three lowest-priced quotes advancing to technical acceptability review. Critical deadlines include a question submission deadline of February 17, 2026 at 1500 Mountain Daylight Time, and a quote submission deadline of February 20, 2026 at 1500 Mountain Daylight Time, with responses submitted via SAM.

This solicitation carries no small business set-aside designation and is issued as a firm fixed-price Request for Quote. SDS Construction is identified as the only base-approved contractor currently holding V5 inventory, creating significant supply constraints given that Honeywell discontinued the V5 in December 2023. The contract requires delivery within 30 calendar days after receipt of order and completion of all work within 60 days of order receipt, with work to be performed at 7750 Georgia Street, Building 2721, Bay D, Hill Air Force Base, Utah 84056. The contractor must be a U.S. registered company employing U.S. citizens and must hold certified installer qualifications for Honeywell, Optex, and Magnasphere equipment, with all work performed Monday through Friday between 0600 and 1600 hours, excluding federal holidays and base closures. The specific part number for the V5 unit is DES-1401T (548-54000-01), and the Government Points of Contact are Matthew Hemphill and Trevor Hunt at Hill Air Force Base.

Notice text

The 309 Software Engineering Group's (SWEG) 555 Software Engineering Squadron (SWES)/MXDPDB needs to replace the Intrusion Detection System (IDS) in Building 2721, Bay D. The Bay is scheduled for Classified use starting February 2026. The current IDS system does not adhere to the mandatory standards set by the Intelligence Community Directive (ICD) for use as a Classified Processing Area (CPA). The current hardware needs to be removed and approved hardware installed before Bay D can be used as a CPA.
The items needed are as follows:
1) Manufacturer: Honeywell
Description: V5 Vindicator IDS
Qty: 1
2) Manufacturer: Optex
Description: Ceiling Mounted Motion Sensors
Qty: 28
3) Manufacturer: Magnasphere
Description: Battery Management System (BMS) Sensors
Qty: 8
The Base Defense Operations Center (BDOC) has approved the following hardware for new procurements, installs, and upgrades:
• Honeywell’s V5 IDS
• Optex SX360Z PIR
• Magnasphere HSS-L2S-000 BMS
The Base Defense Operations Center (BDOC) supplies a Non-Nuclear Configuration Management Database (CMD) Equipment Approval list which must be used for purchasing items for use in PL-1 (non-nuclear) through PL-4 applications and configurations on Hill Air Force Base. The CMD list only approves Honeywell's
CUI
V5 vindicator. To keep Bay D in compliance with ICD standards, alternative hardware or manufacturers will not be permitted.
Honeywell discontinued production of the V5 vindicator in December 2023 and is no longer sold or supported by Honeywell. Because of this, any remaining V5s are in high demand and are in low supply. Honeywell replaced the V5 vindicator with the V6 vindicator in June 2024, however BDOC has not approved the V6 for use. It is not known which brand of vindicators BDOC will approve for future use at Hill AFB or when they will be approved.
SDS Construction is the only base approved contractor who has the V5 in stock. It is doubtful other base approved contractors will be able to obtain a V5 within the 60-day delivery time frame with the V5 being discontinued two years ago. For this reason, SDS Construction has been selected for this purchase request. SDS Construction can also supply the other items required to update Bay D into a CPA within the 60-day delivery time frame.
Period of Performance: 60 Days After Receipt of Order (ARO).
