About this opportunity

The U.S. Department of Homeland Security's Federal Protective Service is soliciting quotations for the purchase and installation of a new Intrusion Detection System (IDS) at the Aberdeen Federal Building in Aberdeen, South Dakota under Request for Quotation 70RFPW26QW8000006. The procurement requires a complete, standalone IDS installation including one alarm panel, backup power supply, forty magnetic door contacts, twenty-one glass break sensors, two keypads, one wall-mounted siren, and all necessary appurtenances and labor for full functionality. Quotations must be submitted in four parts: technical compliance demonstration with equipment specifications, past performance documentation with up to three references, detailed pricing breakdown, and contract documentation including certifications. The evaluation will employ a best-value source selection approach, with technical specifications and past performance weighted as more important than price, and the Government reserves the right to determine equipment equivalency and award to other than the lowest-priced offeror. The deadline for quotation submission is May 4, 2026, at 1:00 PM CST, with anticipated award on May 25, 2026, and project completion required within 90 business days of receiving the Notice to Proceed.

This solicitation is designated as a 100% small business set-aside specifically for Women-Owned Small Businesses (WOSBs), with the NAICS code 561621 (Security Systems Services) and a size standard of $25 million. No incumbent contractor is identified in the available documentation. The contract will be awarded on a firm-fixed-price basis, though specific budget or award values are not disclosed in the solicitation notice. The project scope includes installing forty magnetic door contacts on all entry pedestrian and overhead doors, twenty-one glass break sensors to monitor all first floor and below-grade windows, and all associated labor, supervision, project management, equipment, travel, per diem, warranties, and shipping necessary for system completion. The place of performance is the Aberdeen Federal Building, located at 115 4th Avenue SE, Aberdeen, South Dakota 57401, and all contractors must maintain active registration with the System for Award Management (SAM) at sam.gov to be eligible for contract award.
