About this opportunity
The Federal Communications Commission intends to solicit an Enterprise Internet Protocol Television System solution and is requesting market information by August 28, 2026 through a Request for Information to identify vendors with commercial off-the-shelf products capable of transitioning the FCC from legacy hardware-heavy architecture to a centralized, scalable platform.
The RFI is market research only and does not constitute a solicitation for bids; responses are voluntary and do not obligate the government to award a contract or provide feedback. However, information gathered will significantly influence the FCC's acquisition strategy.
The target platform must distribute multicast streams to 120 hardware endpoints and support unicast delivery for up to 200 concurrent software-based users, with a dedicated service path to the Operations Center over a segmented network. The FCC seeks to eliminate physical set-top boxes while supporting both hardware endpoints and desktop/mobile software clients. Vendors must propose Android-based hardware decoders to replace existing Ugoos AM6 units and provide Windows, macOS, web, and mobile playback clients with confirmed channel change latency of 2 seconds.
Responses must address four technical areas: IPTV Headend & Ingest Solution with H.264/H.265 transcoding and MPEG-TS/HLS/DASH format support; Middleware & Management Platform including EPG integration, Active Directory/Microsoft Entra ID authentication, and analytics; Endpoints & Client Software; and Network Integration & Security covering multicast (IGMPv2/v3) and unicast compatibility, QoS, VLAN segmentation, and stream encryption (AES, DRM). Vendors must document at least two similar enterprise deployments supporting 100+ hardware endpoints and 200+ software users.
Responses must not exceed 20 pages and are due by 4:00 PM EST on August 28, 2026 to Susan.Nicholso@fcc.gov with subject line "RFI RESPONSE: IPTV, and Company Name." Budgetary pricing estimation is requested for 1-, 2-, and 3-year options.
