About this opportunity

The Department of State Office of Acquisition Management is seeking capability statements for comprehensive operational services to manage U.S. Pavilions at international expositions through an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The scope encompasses full-scale pavilion operations for upcoming expositions including Expo 2027 in Belgrade, Serbia and Expo 2030 in Riyadh, with services ranging from staffing and recruitment to retail management, cultural programming, security, and decommissioning. Contractors must demonstrate capability to manage complex international operations while adhering to U.S. Government standards and coordinating with exposition organizers and host governments. The maximum security clearance requirement is Moderate Risk Public Trust (MRPT), and management-level staff must include American citizens subject to final acceptance by the Department of State. Capability statements are due by August 28, 2025, with the contract anticipated to utilize Firm-Fixed-Price line items and require worldwide performance including domestic support for the R/PPR office.

This procurement is not designated as a set-aside for small businesses due to the predominance of overseas work requirements. The contract structure includes a five-year ordering period with a potential six-month extension under FAR Clause 52.217-8, allowing orders with option periods to be issued throughout the contract's duration. No incumbent contractors or specific award values are identified in this pre-solicitation notice. The comprehensive service requirements span multiple operational categories including Youth Ambassador Host programs, commercial business development, food and beverage management, cultural programming coordination, and complete pavilion maintenance and utilities management. The global nature of the work and the requirement for American citizen staffing in key positions indicate this is a substantial contract opportunity requiring significant international operational expertise and logistical capabilities.
