About this opportunity

The Defense Health Agency Medical R&D Contracting Division is seeking non-personal services to deliver the Intermediate Medical Acquisition Course (IMAC), a specialized training program focused on acquisition in FDA-regulated medical product development. The procurement requires six annual offerings of a 40-hour Defense Acquisition University (DAU) Level II-aligned course for intermediate acquisition personnel, with 25-30 attendees per session, as well as two to four annual offerings of a truncated 16-22 hour non-certified senior leader course. A critical go/no-go requirement mandates that offerors must propose a fully DAU-certified course with proof of certification provided at proposal submission. The evaluation will employ a best-value trade-off methodology considering Technical Approach (understanding of Performance Work Statement tasks, ability to deliver the truncated version, management approach, and relevant experience), Past Performance (assessed through SAM, PPIRS, and FAPIIS databases), and Price (evaluated for fairness, reasonableness, and consistency with technical approach). Proposals must be submitted by April 30, 2026 at 12:00 PM EST, with questions due by 9:00 AM EST on the same date, and the non-price proposal is limited to 20 single-sided pages in Times New Roman 12-point font.

This is not a set-aside contract and involves no identified current contractors or incumbents. The total contract value is contemplated at USD 12,000,000.00 with a Firm Fixed Price structure covering a base period and four one-year option periods with identical quantities and pricing. The base period requires delivery of courses with all materials provided by the contractor 15 calendar days prior to course start dates, and all deliverables must be performed at Fort Detrick or other CONUS DOD sites in Frederick, Maryland, or via Virtual Instructor-Led Training using Microsoft Teams with government approval. Courses will be conducted over five consecutive business days (0800-1630 hours) for the full 40-hour DAU-certified course and 2-2.5 consecutive business days for the truncated senior leader course. Other Direct Costs for travel and materials are reimbursable on a cost basis, and payment will be processed through the Wide Area WorkFlow (WAWF) system with routing to the appropriate Defense Health Agency accounts.

Notice text

This requirement is for non-personal services to provide a Defense Acquisition University (DAU) Certified Intermediate Medical Acquisition Course (IMAC), as well as a truncated Sr. Leader (non-DAU) IMAC course.  These courses are specialized training courses focused on acquisition in FDA-regulated medical product development. IMAC supports the Defense Health Agency (DHA) mission by equipping acquisition personnel with advanced knowledge beyond general DAU acquisition courses.
