About this opportunity
The Department of Veterans Affairs, Network Contracting Office 8, intends to sole-source award a 90-day bridge contract for waste removal and recycling services to Tri-County Recycling, Inc., the incumbent contractor, for October 1 through December 29, 2026.
Performance occurs at the C.W. Bill Young VA Medical Center in Bay Pines, Florida and Lee County Healthcare Center. Services include general and recycled waste collection, hauling, disposal, contractor-furnished containers and compactors, scheduled and on-call pickups, weight tickets, and reporting. The Government determined Tri-County Recycling is the only source capable of providing uninterrupted performance on October 1, 2026, citing the incumbent's existing operational infrastructure, established collection routes, equipment, personnel, and containers already positioned at both facilities. Transitioning to another vendor would create unacceptable risk of service interruption given the limited timeline before the October 1 start date.
The bridge contract maintains service continuity while the Government completes a competitive follow-on acquisition and allows adequate transition time for a successor contractor. Although the Government intends to negotiate with Tri-County Recycling, all responsible sources may submit quotations and capability statements in response to the separate Request for Quotation. Interested sources must demonstrate capability to perform the complete requirement and commence full performance on October 1, 2026, without service interruption. The RFQ response deadline is September 14, 2026, at 12:30 PM Eastern Time. Contracting Officer Lakiesha Anderson is the point of contact at lakiesha.anderson@va.gov or 561-618-2398. The solicitation number is 36C24827Q0024 (PSC S205, NAICS 562111). Market research identified viable commercial market participation and small disadvantaged veteran-owned small business (SDVOSB) opportunities for the subsequent competitive acquisition.

NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office 8, intends to award a 90-day bridge contract for Waste Management Services to Tri-County Recycling, Inc., the incumbent contractor, for the anticipated period October 1, 2026 through December 29, 2026.
The Government has determined that Tri-County Recycling, Inc. is presently the only source capable of providing uninterrupted performance beginning October 1, 2026. The incumbent has the required containers, compactors, equipment, established routes, personnel, and operational capability in place. The bridge is necessary to maintain continuity of services while the Government completes the competitive follow-on acquisition and allows adequate transition time for the successor contractor.
A separate Request for Quotation (RFQ) will be posted for this requirement. Although the Government intends to solicit and negotiate with Tri-County Recycling, Inc., all responsible sources may submit a quotation and/or capability statement in response to the RFQ by the stated response deadline. All timely responses will be considered by the Government.
Interested sources must demonstrate the capability to perform the complete requirement and begin full performance on October 1, 2026, without interruption of services.
