About this file
This is a Justification for Single Source Award document for a 90-day bridge contract under the Department of Veterans Affairs' simplified acquisition procedures.
The C.W. Bill Young VA Medical Center and Lee County Healthcare Center require continued commercial waste management services from October 1, 2026 through December 29, 2026. Services include general and recycled waste collection, hauling, disposal, contractor-furnished containers and compactors, scheduled and on-call pickups, weight tickets, and reporting. The Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office East, Network Contracting Office 08 is awarding this contract to the incumbent contractor, Tri-County Recycling, Inc., as the sole source. The justification cites the incumbent's existing operational infrastructure, established collection routes, equipment, personnel, and containers already positioned at both facilities as the basis for single-source award, noting that transitioning to another vendor would create unacceptable risk of service interruption given the limited time before the October 1, 2026 start date. Market research identified a viable commercial market and small disadvantaged veteran-owned small business (SDVOSB) participation opportunities for the subsequent competitive follow-on acquisition. The RFQ will include a Notice of Intent to Sole Source, permitting all responsible sources to submit quotations and capability statements for Government evaluation before award. Contracting Officer Lakiesha Anderson certified the justification on September 9, 2026. The estimated contract amount is redacted in the document.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C248-27-AP-0134
1. Contracting Activity: Department of Veterans Affairs (VA), Veterans Health
Administration, Regional Procurement Office East, Network Contracting Office 08 (NCO 08) on behalf of Bay Pines VA Healthcare System located at 10000 Bay Pines Blvd., Bay Pines, FL 33744.
2237: 516-27-1-5064-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The C.W. Bill Young VA Medical Center requires a 90-day bridge for continued commercial waste management services at the C.W. Bill Young VA Medical Center, Bay Pines, Florida, and Lee County Healthcare Center, Cape Coral, Florida.
Services include general and recycled waste collection, hauling, disposal, contractor-furnished containers/compactors, scheduled and on-call pickups, weight tickets/reporting, and related services in accordance with the Statement of Work. The bridge is required to maintain uninterrupted services while the Government completes the competitive follow-on acquisition.
Period of Performance: October 1, 2026 through December 29, 2026 (90 days) Intended Source: Tri-County Recycling, Inc.
Estimated Amount:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Tri-County Recycling, Inc., the incumbent contractor, is the only source presently determined capable of providing the complete waste management requirement without interruption beginning October 1, 2026. The incumbent has the existing containers, compactors, equipment, established collection routes, personnel, and operational infrastructure in place at both VA locations.
Award to another source for the 90-day bridge would require transition and mobilization activities, including placement of required containers and compactors, establishment of collection routes and schedules, availability of vehicles and personnel, and coordination necessary to assume the complete requirement. The time remaining before the required October 1, 2026 start date does not provide sufficient time to complete these activities without unacceptable risk of a lapse in essential waste collection services.
Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#: 36C248-27-AP-0134
The bridge is limited to 90 days and is intended only to maintain continuity of services while the Government completes the separately planned competitive follow-on acquisition.
4. Description of market research conducted and results or statement why it was not conducted: Market research included review of the predecessor Contract 36C24822P0366 with Tri-County Recycling, Inc., comparable VA waste-management actions identified through the August 31, 2026 ADDS UP report, GSA Schedule sources, and small-business and socioeconomic source research. The research identified a viable commercial market and SDVOSB participation for the long-term follow-on requirement.
The market research supports competition for the follow-on acquisition; however, it does not establish that another source can mobilize and assume the complete requirement without interruption by October 1, 2026. Tri-County Recycling, Inc. is the incumbent contractor and is presently positioned to continue performance immediately at both facilities. The Government therefore determined that only one source is reasonably available for this temporary 90-day bridge.
The bridge does not represent a determination that there is no SDVOSB/VOSB or small-business market for waste management services. The Government is pursuing the long-term follow-on requirement separately as a competitive SDVOSB acquisition.
The single-source approach is limited to the temporary bridge and the immediate continuity requirement.
The RFQ will include a Notice of Intent to Sole Source identifying Tri-County Recycling, Inc. as the intended source. All responsible sources may submit a quotation and/or capability statement by the response deadline for Government consideration. Any timely response will be evaluated before award to determine whether another responsible source can meet the complete requirement and commence full performance on October 1, 2026 without interruption.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO
12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
