About this file
This is a Presolicitation Notice for a sole source bridge contract for waste management services. The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), intends to award a 90-day bridge contract to Tri-County Recycling, Inc., the incumbent contractor, for waste removal and recycling services at the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The contract period runs from October 1, 2026 through December 29, 2026. The Government has determined that Tri-County Recycling, Inc. is presently the only source capable of providing uninterrupted service beginning October 1, 2026, as the incumbent possesses the required containers, compactors, equipment, established routes, personnel, and operational capability. The bridge contract is necessary to maintain service continuity while the Government completes a competitive follow-on acquisition and provides adequate transition time for a successor contractor.
A separate Request for Quotation (RFQ) will be posted for this requirement by the response deadline of September 14, 2026 at 12:30 PM Eastern Time. Although the Government intends to negotiate with Tri-County Recycling, Inc., all responsible sources may submit quotations and capability statements in response to the RFQ. Interested sources must demonstrate the capability to perform the complete requirement and commence full performance on October 1, 2026 without service interruption. The solicitation number is 36C24827Q0024, with the Product Service Code S205 and NAICS Code 562111. The Contracting Officer point of contact is Lakiesha Anderson at lakiesha.anderson@va.gov or 561-618-2398.
