About this opportunity

The Air Combat Command's 99th Contracting Squadron has issued a Notice of Intent to Sole Source for the procurement of USAFWS Advantor HSS Replacement equipment and services. This special notice, posted on April 7, 2026, represents a non-competitive procurement action under FAR 6.103-1(b), asserting that the required supplies and services are available from only one responsible source. The Government intends to award this contract to Advantor Systems for the maintenance, repair, upgrade, and support of Intrusion Detection Systems (IDS) and Automated Entry Control Systems (AECS) currently in operation at Nellis Air Force Base. The sole source justification is based on Advantor Systems' proprietary technology and its refusal to authorize third-party vendors or subcontractors to service its systems. This notice provides an opportunity for interested sources to challenge the Government's sole source determination or demonstrate alternative capabilities.

Interested contractors must submit a capability statement by April 13, 2026, at 10:00 AM Pacific Standard Time to demonstrate their ability to meet the stated requirements. Submissions must include technical data and cost information with sufficient detail and convincing evidence of capability and should be sent via email as Microsoft Word or Adobe PDF attachments (maximum 10 MB total) to Byron.dewaine@us.af.mil. Contractors are responsible for confirming receipt of their submission prior to the deadline, and the Government will use these responses solely to determine whether to proceed with competitive procurement or continue with sole source procurement at its sole discretion. The Government's justification emphasizes that only Advantor-certified technicians are qualified to perform the required installation, configuration, and service work, and that alternative procurement sources would result in system incompatibility, voided warranties, increased security risks, and significant additional costs. This procurement falls under NAICS 334290 (Other Communications Equipment Manufacturing) and PSC 6350 (Miscellaneous Alarm, Signal, and Security Detection Systems).
