About this opportunity
The National Park Service Contracting Operations - Central, Northern Rockies Major Acquisition Buying Office (MABO) has published a Notice of Intent to award a sole source contract to Telonics, Inc. for refurbishing specialized GPS collars for Yellowstone National Park. This Special Notice, posted on March 30, 2026, is not a competitive solicitation but rather an announcement of the government's intention to procure services from a single vendor without competitive bidding. The contract will be executed as a simplified acquisition of commercial items under FAR 13.106-1(b). Telonics, Inc., headquartered in Mesa, Arizona, has been identified as the sole capable vendor based on its status as the original equipment manufacturer of the required equipment. This procurement falls under NAICS code 334290 (Other Communications Equipment Manufacturing) and PSC code K058 (Modification of Equipment - Communication, Detection, and Coherent Radiation Equipment).
The acquisition covers refurbishment of nineteen TGW-4677 and five TGW-4577 GPS collars equipped with CR-5 remote release mechanisms, which are essential tools for wildlife tracking and resource management research at Yellowstone National Park. The government justifies the sole source award based on the need to maintain compatibility with existing Iridium data transmission services, ensure consistency in data formatting for ongoing studies, and avoid unnecessary retraining of personnel and modifications to established data processing systems. Although the contract is being awarded noncompetitively, interested firms are invited to submit capability statements to Contract Specialist Stacy Vallie at stacy_vallie@nps.gov or stacy_vallie@ios.doi.gov by the April 6, 2026 deadline, demonstrating their ability to perform the specified refurbishment work. The government reserves the right to reconsider the noncompetitive approach and pursue a competitive acquisition based on any capability statements received. Vendors choosing to submit must demonstrate technical competency in refurbishing the TGW-4677 and TGW-4577 GPS collars with CR-5 release mechanisms to be considered viable alternatives.
