About this file
This is a Notice of Intent to Sole Source from the National Park Service Contracting Operations - Central, Northern Rockies Major Acquisition Buying Office. The government intends to award a sole source contract to Telonics, Inc. (932 E. Impala Avenue, Mesa, Arizona 85204) for refurbishing nineteen (19) Telonics TGW-4677 and five (5) TGW-4577 GPS collars equipped with CR-5 remote release mechanisms for Yellowstone National Park. The CR-5 mechanisms enable remote release of the collars on pre-set dates and are essential for wildlife tracking and resource management research.
The acquisition will be conducted under FAR 13.106-1(b) as a commercial item procurement using simplified acquisition procedures, with NAICS code 334290 (Other Communications Equipment Manufacturing). Telonics, Inc. is identified as the original equipment manufacturer and sole capable vendor for this specialized refurbishment work. The government justifies the sole source award based on the need to maintain compatibility with existing Iridium data transmission services, ensure consistency in data format for ongoing studies, and avoid retraining staff or modifying established data processing systems. Alternate vendors would result in substantial cost duplication and unacceptable delays in mission-critical wildlife monitoring. Although non-competitive, firms believing they can meet the requirement may submit capability statements demonstrating ability to refurbish the specified GPS collars with CR-5 release mechanisms to Contract Specialist Stacy Vallie at stacy_vallie@nps.gov and stacy_vallie@ios.doi.gov. The government reserves the right to proceed with the noncompetitive acquisition based on responses received.

NOTICE OF INTENT TO SOLE SOURCE
This is a notice of intent to award a sole source contract to Telonics, Inc., 932 E. Impala Avenue, Mesa, Arizona 85204. This is not a competitive Request for Quote.
The Contracting Operations – Central, Northern Rockies Major Acquisition Buying Office (MABO), intends to issue a Sole Source award for refurbishing nineteen (19) Telonics TGW-4677 and five (5) TGW-4577 GPS collars with CR-5 mechanisms for the National Park Service (NPS), Yellowstone National Park.
The CR-5 mechanisms are required to enable remote release of the collars on pre-set dates. These GPS collars are a cost-effective and critical tool for tracking wildlife movement and supporting ongoing research and resource management efforts.
This acquisition will be conducted in accordance with FAR 13.106-1(b) (Soliciting from a Single Source) as a commercial item procurement using simplified acquisition procedures. The applicable North American Industry Classification System (NAICS) code is 334290 – Other Communications Equipment Manufacturing.
Telonics, Inc. is the original equipment manufacturer (OEM) of the GPS collars and is the only vendor capable of refurbishing these specific units. Continued use of the existing Telonics collars is essential to maintain compatibility with the current Iridium data transmission services, ensure consistency in data format for ongoing studies, and avoid the need for retraining staff or modifying established data processing systems. Use of an alternate vendor or replacement system would result in substantial duplication of cost and unacceptable delays in mission-critical wildlife monitoring.
This notice is for informational purposes only and is not a request for competitive quotations. However, any firm that believes it can meet this requirement may submit a capability statement for consideration. Responses must demonstrate the ability to refurbish Telonics TGW-4677 and TGW-4577 GPS collars with CR-5 release mechanisms.
All capability statements shall be submitted to Contract Specialist Stacy Vallie at stacy_vallie@nps.gov and stacy_vallie@ios.doi.gov.
A determination not to compete this requirement will be based on responses received as a result of this notice, at the sole discretion of the Government. Information received will be used to support the Government’s decision to proceed with a noncompetitive acquisition.
