About this opportunity
The Defense Logistics Agency (DLA Energy) has published a Special Notice announcing its intent to award a sole source firm fixed price contract to Enverus, Inc. under Federal Acquisition Regulation (FAR) 6.302-1. The contract pertains to a subscription software service that enables real-time monitoring and analysis of refined petroleum products and natural gas data. This notice is not a request for proposals; rather, it serves as formal notification of the government's intent to proceed with a non-competitive procurement. The subscription will run for a twelve-month period from January 1, 2026, through December 31, 2026. The software package integrates with DLA Energy's Oracle Energy Downstream system and complies with all applicable IT security requirements.
Interested parties seeking to challenge this sole source determination must submit written objections to dlaea.bps@dla.mil by the November 24, 2025 deadline. Challenges must include substantive information demonstrating how the government's stated needs could be met through competitive procurement. There are no formal eligibility criteria for submitting challenges, though the submitting party should be prepared to articulate viable alternatives to the sole source approach. The government has explicitly reserved the right to make a final determination regarding competition solely at its discretion, meaning that submission of a challenge does not guarantee the procurement will be competed. This notice represents a standard government practice of providing transparency and an opportunity for industry input before executing a non-competitive award.
