About this opportunity
The Defense Logistics Agency (DLA Energy) has issued a Special Notice announcing its intent to award a sole-sourced firm fixed price contract to Oil Price Information Service (OPIS). This notice, posted on May 6, 2025, with a response deadline of May 21, 2025, follows Federal Acquisition Regulation (FAR) 6.302-1 guidelines for a direct contract award. The contract is specifically for a subscription/publication service that will provide DLA Energy with comprehensive energy pricing and market information reports. The opportunity is categorized under the NAICS code 519290 for Web Search Portals and All Other Information Services, and the Product Service Code (PSC) 7630 for Newspapers and Periodicals. No specific set-aside has been designated for this contract opportunity.
The primary objective of this Special Notice is to secure a twelve-month subscription (07/01/2025 - 06/30/2026) for detailed energy market reporting services from OPIS. While the contract is currently intended to be sole-sourced, the agency is open to potential challenges from alternative providers. Contractors wishing to challenge the sole-source determination must submit written communications to dlaea.bps@mil, providing sufficient evidence that an equivalent service exists which meets the government's specified needs. The government retains full discretion in determining whether to compete the requirement based on any received challenges. The notice explicitly states that it is not a request for proposals or quotations, but rather an informational announcement of the agency's contracting intent. Potential contractors must carefully review the detailed subscription components, which include various energy pricing reports such as OPIS Time Series, Rack Subscription, Wholesale Rack Report, and multiple regional spot reports.
