About this opportunity
The Department of Veterans Affairs Boston Healthcare System has issued a Special Notice announcing its intent to award a sole-source contract for the procurement of Heidelberg Engineering Spectralis Tracking OCT Systems. The notice is published by the Veterans Health Administration Veterans Integrated Service Network 1, specifically for the Ophthalmology and Optometry Section at the West Roxbury Campus located at 1400 VFW Parkway, West Roxbury, MA. This procurement involves three Spectralis Tracking OCT Systems that include multiple advanced modules such as OCT Angiography, Ultra-Widefield Angiography, and Widefield Imaging capabilities. The VA intends to structure this as a firm-fixed-price contract and will include a trade-in component for existing equipment. The notice is published in accordance with Federal Acquisition Regulation requirements for disseminating information on proposed contract actions.
The primary purpose of this Special Notice is to inform the public of the government's intent to award a sole-source contract based on the justification that only one responsible source can satisfy the agency's specific requirements for this specialized ophthalmic diagnostic equipment. Interested parties have until August 6, 2025, at 4:30 PM Eastern Standard Time to respond, though responses must provide clear and convincing evidence that competition would be advantageous to the government. The VA has determined that the Heidelberg brand is essential due to 15 years of exclusive use, and switching would result in data loss and disrupted continuity of patient care. Only contractors capable of providing the specific Heidelberg Engineering Spectralis Tracking OCT System should consider responding, as this is not a request for competitive proposals but rather a notice of sole-source intent. The contracting specialist Manases Cabrera serves as the primary point of contact for any questions or responses regarding this requirement. The government retains sole discretion in determining whether to proceed with competition based on any responses received.
