About this opportunity
The Naval Supply Systems Command, under the Department of the Navy, published this Special Notice on December 4, 2025, announcing its intent to award a sole-source firm fixed-price service contract to Drake Controls-West, LLC for the repair of two spare Emergency Diesel Generator (EDG) Governors. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office is seeking to execute this non-competitive procurement under FAR 13.106-1(b)(1)(i) and 10 U.S.C 3204(a)(1). The contract covers the overhaul and restoration of Woodward Diesel Engine Governors (part number 9900-550) to Original Equipment Manufacturer specifications. A Justification and Approval for Other Than Full and Open Competition has been prepared to support the sole-source determination. The period of performance is scheduled from approximately December 22, 2025, through February 24, 2026.
Drake Controls-West, LLC qualifies as the sole authorized service provider because they hold proprietary technical data and exclusive authorization from the OEM, making them the only responsible source capable of satisfying this requirement. The primary objective is to restore two nonfunctional spare EDG governors to operational status, as Naval Sea Systems Command instructions mandate that ships cannot depart without functional spare governors. Interested parties may submit responses indicating their interest and capability by December 10, 2025, at 5:00 PM Pacific Time via email with the subject line "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A26Q5703," though this notice explicitly is not a request for competitive quotes. The contractor must comply with the Performance Work Statement requirements, including developing a comprehensive Quality Control Program, maintaining physical security of government-furnished equipment, and performing all work using their own personnel, equipment, and materials. While small business contractors with revenues up to $12,500,000 may express interest, the government retains sole discretion to determine whether to pursue competitive procurement based on any responses received.
