About this opportunity
Norfolk Naval Shipyard intends to award a sole source Firm Fixed Price contract to SPECTRO ANALYTICAL INSTRUMENTS, INC. for a 12-Month Service Maintenance Agreement for the SPECTROTEST - TXC03 instrumentation. The procurement falls under the Simplified Acquisition Threshold and is justified as sole source because only one responsible source has been identified that can reasonably provide the required supplies and services, as the original equipment manufacturer maintains all parts, knowledge, and technical competency for this specialized laboratory equipment. The contract will provide preventative maintenance and repair services including travel, labor, and all associated parts and kits for the Spectro Lab TXC35 (Serial Number 149626/19) used by the Mid-Atlantic Regional Materials Test Laboratory. While this is announced as a sole source procurement, the government will consider responses from other vendors who can demonstrate their capability to fulfill the requirements. Quotes are due by September 8, 2025 at 11:00 AM EDT and must be submitted electronically to Contract Specialist Audrey Franklin.
The procurement is designated as a Women-Owned Small Business set-aside with no other set-aside provisions applied. SPECTRO ANALYTICAL INSTRUMENTS, INC. (CAGE code 0ML16) is the intended sole source contractor based on their status as the original equipment manufacturer with exclusive access to parts and technical support. The contract structure includes a base year with two option years, with a total potential value not exceeding $16,726.25 per year plus any applicable tariff surcharges, making the maximum contract value approximately $50,179 over three years. The base performance period runs from September 15, 2025 to September 14, 2026, with option years extending through September 14, 2028. All services will be performed at Norfolk Naval Shipyard in Portsmouth, Virginia, where contractors will need to obtain DBIDS cards for facility access and comply with specific security and safety requirements.
