About this opportunity
The Mission and Installation Contracting Command (MICC) at Fort Carson, operating under the Department of the Army Materiel Command, has published a Special Notice announcing its intent to award a sole source, firm fixed-price contract to B.W. Secure for pedestrian egress gate and gate control installation at Fort Carson. This procurement is being conducted under Simplified Acquisition Procedures pursuant to FAR 13.106-1(b)(1) and is designated as a Total Small Business set-aside. The notice explicitly states that this is not a request for competitive proposals and no solicitation will be issued unless interested parties submit clear and convincing evidence that competition would benefit the Government. The contracting activity is the 918th Mission and Installation Contracting Command at Fort Carson, and the project is funded through FY 2026 non-Operations & Maintenance sources. The notice was posted on April 2, 2026, with a deadline of April 7, 2026.
The objective of this sole source procurement is to upgrade physical security infrastructure at Building 7477 by installing an Exodus single pedestrian egress gate with programmable remote control, removing existing gates and hardware, installing reinforced gate posts with barbed wire to match the perimeter fence, and programming remote controls. B.W. Secure was selected based on over 15 years of continuous service maintaining the compound's CCTV and access control systems, exclusive knowledge of the complex infrastructure, location within 15 miles of Fort Carson enabling 24/7 support, possession of required security clearances and Common Access Cards, and status as the Government's Federal Value Added Reseller for access control and CCTV systems. Interested parties must submit written responses by April 7, 2026, with no oral communications accepted; absent affirmative written objections, the award will proceed without further notice. The contract performance period is scheduled from April 20, 2026, to March 30, 2027, and prevailing wage requirements under the Service Contract Act apply to applicable occupational classifications. Only contractors able to demonstrate that competition would be advantageous to the Government have an opportunity to challenge this sole source determination.
