The contractor will accomplish upgrades to the building's physical security by installing the new pedestrian egress gate and connecting it to the existing gate, removing construction waste, and programming the remotes for delivery to the Contracting Officer's Representative. The justification for sole source selection centers on BW Secure's 15+ years of continuous service maintaining the compound's CCTV and access control systems, their exclusive knowledge of the complex and sensitive infrastructure, physical location within 15 miles of Fort Carson enabling 24/7 support capability, possession of security clearances and Common Access Cards, and status as the Federal Government Value Added Reseller and preferred vendor for Fort Carson's Access Control and CCTV systems. The contracting officer certified the anticipated cost is fair and reasonable based on previous contracts of similar nature and approved the justification to limit competition, with certifications signed by Julia E. Gomez, Contracting Officer.

Lastly, these systems are highly sensitive in nature and require rapid support 24/7, 365 days a year. BW Secure is physically located within 15 miles of Fort Carson and can provide immediate around-the-clock support. They have multiple technicians which have a security clearance and Common Access Card commensurate with government systems. This allows them unique authority and access rights to the computer systems used for the ACS locally. Based on the above, BW Secure is assessed to be the most responsible source to procure the requested items to satisfy agency requirements.

b. This modernization project supports physical security and enables a continued strong force protection posture in the 10th SFG(A) compound. Moreover, it enhances protection against criminal activity and sabotage while protecting Soldiers and Government systems in accordance with AR 190-51, Ch. 6-4, para. e. (2).

c. BW Secure can immediately begin work without the additional cost associated with acquiring a new vendor. This ensures the project is completed in the shortest possible timeframe, minimizing disruption to base operations and security. Using the incumbent contractor avoids the administrative delays of a new solicitation and the operational delays of coordinating between a new installation contractor and BW Secure for system integration. This streamlined approach prevents potential security gaps that could arise during a prolonged or complicated integration process involving multiple parties.

7. Publicizing Contract Actions:

a. The public display and synopsis requirements of FAR 5.101(a) and FAR 5.101(d) do not apply, less than $20K threshold apply and will be followed do not apply due to an exception at FAR 5.101(b)(1)( )

b. Requirement to post justification in accordance with, FAR 12.102(a)(2), GSAM 538.7104-3(a)(3) or FAR 16.507-6(f) unless:

8. Market Research: The 10th SFG(A) conducted extensive market research on local vendors that met the basic vicinity prerequisite for response time. Given this major restriction and theconstraints listed in Part a, BW Secure is the sole source that meets all necessary requirementsto execute this government contract in its entirety. BW Secure is a Federal Government VAR(Value Added Resellers) and the VAR of record for Ft. Carson. Additionally, they are also thepreferred vendor for Ft. Carson NEC and

T&H for Access Control and CCTV. Because therequested vendor is the only responsible sources for the needs described above, and no othertype of vendor will satisfy agency requirements, this sole source is requested.

9. Other Facts: To increase competition, the 10th SFG (A) will periodically monitor themarket looking for other possible vendors.
