About this opportunity
The Department of the Navy Naval Supply Systems Command intends to sole source anchor windlass inspection and testing services to MacGregor USA Inc., with responses due June 17, 2026. The sole-source justification rests on COMSCINST 4490.1C, which restricts procurement of critical safety equipment repairs to the OEM and authorized sources; the anchor windlass qualifies as critical safety equipment. The Navy will consider responses solely to determine whether to conduct a competitive procurement; the decision to proceed as sole source or compete remains within government discretion.
Place of performance is Busan, South Korea, with work scheduled for July 4–8, 2026. The requirement covers inspection and operational testing of port and starboard anchor windlasses aboard the USNS T-AKE vessel, including brake band integrity certification and measurement of brake lining thickness, wear, clearances, and holding capability. The contractor must furnish MacGregor OEM-authorized technicians, all labor, testing equipment, lubricants, and incidental materials. Deliverables include a final OEM service report documenting all inspection measurements, wear readings, and test results, plus a detailed out brief with the vessel Master and Chief Engineer. The NAICS code is 336611, Ship Building and Repairing; PSC is J999, Non-Nuclear Ship Repair (West).
Evaluation criteria are technical capability including delivery date, past performance, and price, with no stated relative weighting. Single award will be made to the most advantageous offeror. All responsible sources may submit quotes; offerors must register in SAM and provide CAGE codes. Anticipated award is approximately June 2026.
