About this opportunity

The 355th Contracting Squadron, part of the Department of the Air Force Air Combat Command, has issued a Special Notice announcing their intent to award a sole-source contract to Monaco Enterprises, Inc. (MEI) for a Monaco Fire Monitoring System upgrade. The procurement involves two contract line items: Monaco Fire Monitoring System Update Equipment and installation/training services. The contracting squadron intends to proceed under FAR Part 13.501(a) "Soliciting from a single source" and has classified the opportunity under NAICS code 334290 (Other Communications Equipment Manufacturing). This notice was posted on August 11, 2025, and serves as notification to the contracting community of the government's sole-source procurement intentions. The work will be performed at Davis-Monthan Air Force Base in Arizona and involves upgrading the existing Monaco D-21 Fire Monitoring System to a Windows 11-based platform.

The purpose of this Special Notice is to provide transparency regarding the government's decision to sole-source this procurement while offering other contractors an opportunity to challenge the sole-source determination. The 355th Contracting Squadron has determined that MEI is the only viable source because they are the original equipment manufacturer with proprietary software and exclusive expertise necessary for seamless integration with the existing Monaco system. Interested parties who wish to challenge this sole-source action must submit an interest letter demonstrating their firm's capability to fulfill the requirement and provide rationale for their consideration. All responses must be submitted no later than Tuesday, August 19, 2025, at 11:00 AM Eastern Time to Contracting Specialist Kody McPherson. The government retains sole discretion in determining whether to proceed with competitive procurement based on any responses received, and will not reimburse parties for costs associated with responding to this notice. The scope of work includes replacing outdated system components, installing upgraded hardware and software across multiple buildings, migrating data, system testing, and providing user training.

Update #2 · Latest ·

*THERE HAS BEEN NO UPDATES*

The 355th Contracting Squadron intends to issue a sole-source procurement action for the procurement of the following items:

Monaco Fire Monitoring System:
- CLIN 0001: One(1) Lot: Monaco Fire Monitoring System Update Equipment
- CLIN 0002: One (1) Each (Ea): Installation and Training

This requirement is accomplished in accordance with FAR Part 13.501(a) “Soliciting from a single source”. MONACO ENTERPRISES, INC (MEI) is the original equipment manufacturer (OEM) of the identified fire, security, and notification equipment installed across the installation. While Internet research and direct outreach did identify vendors capable of providing similar equipment/system, none offered MEI products which are necessary for upgrading the currently installed Monaco system or support for MEI proprietary integration. Thus, MEI has been determined to be the only known source capable of providing the equipment as well as services that provide seamless integration with the existing Monaco system. This is a notice of intent to award a sole-source procurement action under NAICS 334290 and is not a request for competitive proposals.

Parties who wish to challenge this sole source action must submit an interest letter that demonstrates the firm’s ability to fulfill the requirement. Interested parties must provide rationale as to why they should be considered. All interested parties must respond no later than Tuesday, 19 August 2025 at 11:00am Eastern Time to Contracting Specialist Kody McPherson at email: kody.mcpherson.1@us.af.mil or phone (520)228-1922. Responses received will be reviewed in detail; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government. Information received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement or not. The 355th Contracting Office will not reimburse parties for any costs connected with providing capability information.
