About this file
This Performance Work Statement (PWS) details a technology upgrade for the Monaco Fire Alarm Reporting System (FARS) at Davis-Monthan Air Force Base in Tucson, Arizona. The project involves modernizing the existing D-21 V2 Fire Alarm Reporting System by replacing outdated system components with a Windows 11-based system, including hardware and software upgrades across multiple buildings and locations within the 355th Civil Engineer Squadron.
The scope of work includes removing and properly disposing of existing system components, installing upgraded hardware and software, migrating data to the new platform, system testing and validation, and providing user training. Specific deliverables include replacing multiple CPUs, installing widescreen monitors and KVM extenders, configuring new systems with the current D-21 database, upgrading to D-21 V2 software, transferring existing software licenses, and decommissioning old equipment across seven different buildings, including Fire Station, Server Room, Command Post, and Alarm Shop locations. The contractor is required to provide operating manuals, conduct operator training, and ensure cybersecurity compliance, including providing a completed inventory, topology, and hardware/software list.

1.2.5. Fire Prevention and Safety. Contractor employees shall comply with DMAFB Fire Protection Program, Air Force Occupational Safety & Health (OSHA), Air Force Occupational Safety, and the Fire Prevention and Health Program. Contractor employees shall use proper safety equipment at all times during the performance of this contract and shall perform all tasks in a safe manner. 1.2.8. Inspection of Services. The contractor’s work shall be subject to inspection at any time.
The presence or absence of a Government inspector shall not relieve the contractor from strict compliance with the requirements of the PWS, nor shall the presence of an inspector relieve the contractor from any deficiency that may be noted during the final inspection.
1.2.9. Smoking in Air Force Facilities. Contractors are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
1.3. Security Requirements
1.3.1. DMAFB Passes. The contractor shall obtain DMAFB passes for all employees requiring access to DMAFB. Applications for passes must be submitted to Program Office.
Applicants may obtain passes from the Security Forces Pass and Badge Section, at the Craycroft Visitor Center, DM AFB, during the hours of 7:00 a.m. to 4:00 p.m., Monday through Friday.
1.3.2. Real ID Requirement. Beginning May 7, 2025, Davis Monthan Air Force Base will require all visitors seeking base access to possess a REAL ID in accordance with the REAL ID Act of 2005 and DoD Manual 5200.08 Vol 3, Physical Security Program:
Access: to DoD Installations.
Federal installations, including Davis-Monthan AFB, will no longer accept non-marked state issued identification cards after May 6, 2025. As mandated by the Department of Homeland Security (DHS), state-issued licenses and identification cards must include a REAL ID compliant marking–star markings, “Enhanced” verbiage, etc.—indicating adherence to federal standards. Enhanced Driver’s Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York and Vermont are also acceptable for federal purposes.
Although most EDLs do not contain REAL ID star marking, they meet DHS criteria for access.
To obtain a REAL ID, individuals must visit their state’s driver licensing agency website for documentation requirements. At a minimum, applicants must provide proof of full legal name, date of birth, Social Security number, two proofs of address and lawful status. States may impose additional requirements. Minors under 18 years of age are not required to present REAL ID compliant credentials for travel or base access, but their accompanying adult must be compliant.
Individuals issued a “LIMITED-TERM” REAL ID—commonly non-citizens with documentation such as a Permanent Resident Card, visa, or employment authorization— must present the same documentation when requesting access to DMAFB.
Common REAL ID-compliant credentials include U.S. passports, permanent resident cards and other identification approved under DODM5200.08v3. Current Defense Biometric Identification System (DBIDS) badges are not impacted by this change. However, new or replacement DBIDS badges will only be issued upon presentation of REAL ID-compliant credentials. When screening visitors for DBIDS Contractor Badges and EAL sponsorship visitation requests, it is the direct responsibility of the DoD-affiliated sponsor to verify that the personnel they are requesting badging or visitation for are REAL ID compliant.
For DBIDS contractors, Visitor Control Center badging personnel will confirm contractors’ REAL ID compliance when they come to receive their DBIDS badge.
Security Forces personnel will verify visitors’ driver’s licenses and identification cards to ensure REAL ID compliance is met. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met.
Security Forces entry controllers will verify REAL ID compliance of visitors when verifying their credentials with Entry Authorization Lists. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met.
For more information on REAL ID compliance and requirements, visit www.dhs.gov/real-
id. For questions regarding access to Davis-Monthan AFB, contact the 355th Security Forces Squadron Pass and Badge Office at 520-228-3224.
1.3.3. Listings of Employees. Upon contract award the contractor shall provide a listing of contractor employees that will perform services on DMAFB to the POC, so security checks can be performed. The list shall include the contractor employee’s first and last name, date of birth, social security number, driver’s license number and state of issue. The contractor shall submit an updated listing to the POC when an employee's status or information changes.
1.3.4. Traffic Laws. Contractor employees shall comply with all DMAFB traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless the phone is hands free phone. Seat belt use is mandatory for all vehicle occupants.
1.3.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base and may result in loss of base driving privileges and debarment from the base.
1.3.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
1.3.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.3.8. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
1.3.9. Physical Security. The contractor shall safeguard all Government property, including controlled forms provided for contractor use. At the close of each work period, Government equipment, facilities, and other valuable materials shall be secured.
1.4. Government Provided Services
1.4.1. Utilities. The Government will provide water and electricity inside of facilities; however, the contractor is responsible for outside lighting of the facilities. The contractor shall practice utility conservation and is responsible for operating under conditions that prevent the waste of utilities.
1.4.2. Emergency Services. The Government will provide security forces services (call 228- 4444 for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on DMAFB, therefore the contractor should call 911 for medical emergencies. If the contractor calls 911 from a government phone, the contractor must tell the operator that they are calling from DMAFB.
