About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office has issued a Special Notice announcing its intent to award a sole-source contract to LECO Corp for calibration and maintenance services of specialized scientific equipment. The Department of the Navy Naval Supply Systems Command published this notice on July 28, 2025, for a firm fixed service contract expected to run from September 1, 2025, to August 31, 2026. The contract covers annual preventative maintenance and calibration services for government-owned metallographs, binocular stereo scopes, and micro hardness testers, specifically Olympus GX51 and GX53 Metallographs, an Olympus SZX16 Binocular scope, and two LECO AMH-55/LM248AT Micro Hardness Testers. The government justifies the sole-source approach by stating that LECO Corp is the exclusive distributor of this equipment and the only company with access to verified component parts, technical support, and certified technicians capable of maintaining the original operating specifications.

The primary purpose of this Special Notice is to inform the market of the government's intent to proceed with a sole-source procurement while providing an opportunity for other potential contractors to demonstrate their capabilities before a final determination is made. Interested parties must submit their capability documentation by August 4, 2025, at 9:00 AM Pacific Standard Time via email to the designated contracting officials, though this notice explicitly states it is not a request for competitive quotes. Contractors must be registered in the System for Award Management (SAM) and provide clear documentation of their technical background and experience relevant to the specified equipment maintenance requirements. The contractor's personnel must be U.S. citizens capable of obtaining green badge security clearance, and the contractor must maintain ISO 17025 accreditation for calibration services. The government retains sole discretion to determine whether to proceed with the sole-source award or conduct a competitive procurement based on the responses received, and will not reimburse any costs incurred by parties responding to this notice.
