About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) is seeking to sole-source a one-year lease for a Fiber Optic Cable Blow Machine from Prysmian Group. The Department of the Navy Naval Supply Systems Command intends to procure a specialized fiber blow machine package that includes a piAC Unit, Blowhead, fiber inlet guides, a payoff case, and a tripod for shipboard use. The procurement will be conducted under FAR 13.106-l(b)(l)(i), which allows for single-source solicitation when only one source is reasonably available. Interested parties may submit their capabilities documentation by April 2, 2025, at 1400 PST to Contract Specialist David Willey via email. Potential contractors must be registered in the System for Award Management (SAM) and provide clear documentation demonstrating their ability to meet the requirements outlined in the Statement of Work.

The contract is not set aside for any specific business category and has an estimated annual value of $28,600 for the lease period from May 25, 2025, to May 24, 2026. Prysmian Group is the intended sole-source contractor due to their exclusive ownership of General Cable and proprietary licensing of BICC technology for blown fiber products used on CVN class ships. The equipment will be shipped from the contractor's facility in Highland Heights, Kentucky, and must be returned after the lease period. The Statement of Work includes a Quality Assurance Surveillance Plan requiring 100% compliance in equipment functionality, communication, and reporting. Key government contacts include Engineering Representative Brent Misare and Contracting Officer's Representative Michael Norgaard, who will oversee the contract's execution.
