About this opportunity

The Indian Health Service, Department of Health and Human Services, has published a Special Notice announcing its intent to award a sole source contract to WERFEN (formerly IMMUCOR) for blood bank analyzer and supplies. The contract will be awarded through the Navajo Area Indian Health Service at the Chinle Comprehensive Health Care Facility in Arizona. The agency intends to utilize Federal Supply Schedule contract #V797D-70110 for this procurement, citing FAR Part 8.405-6 as the sole source authority. The justification is based on the contractor being the only organization capable of providing the unique or highly specialized supplies and services required at the necessary quality level. This is not a competitive solicitation and no solicitation will be made available for competitive quotes.

The purpose of this sole source award is to secure a new lease agreement for blood bank analyzer equipment and the purchase of testing supplies for the laboratory department, ensuring no interruption in services that could negatively impact direct patient care. The contract period of performance runs from April 1, 2025, to March 31, 2026, with supplies to be delivered either on a scheduled drop shipment basis or as needed. Interested parties had until March 20, 2025, at 1:00 PM MST to provide written responses demonstrating clear and convincing evidence that competition would be advantageous to the government. The government reserves sole discretion in determining whether to proceed with the sole source award based on any responses received. Any future competitive procurement resulting from this analysis would be announced separately through Federal Business Opportunities in accordance with FAR requirements.
