About this opportunity
The Indian Health Service issued a notice of intent to award a sole source contract to CHN Nebraska, doing business as Center for Nutrition & Health Impact (CNHI), by August 28, 2026; competition is restricted under FAR 12.201-1 on the grounds that no other contractor can satisfy agency requirements without substantial cost duplication, technical risk, or performance delays. IHS will not conduct a competitive procurement unless respondents submit clear and convincing evidence that competition would benefit the government by the closing date. CNHI will coordinate and facilitate evaluation activities for the IHS Produce Prescription Pilot Program (P4), which addresses food insecurity in Native communities. Core responsibilities include creating and managing the P4 evaluation framework with data coordination for existing and additional programs, organizing and facilitating meetings with IHS P4 support team staff and grantees, and developing and delivering nutrition security training and evaluation capacity-building activities for P4 grantees. The contract covers a base period of one year from award with four optional one-year extension periods. NAICS code 541690 (Other Scientific and Technical Consulting Services) applies, with a small business size standard of $19 million.
