Notice of Intent to Award Sole Source Contract
This document is a Notice of Intent to Award a Non-Competitive Sole Source Contract issued by the Indian Health Service (IHS), Division of Acquisition Policy and Division of Diabetes Treatment and Prevention (DDTP).
The IHS intends to award a sole source contract to CHN Nebraska, doing business as Center for Nutrition & Health Impact (CNHI), to coordinate and facilitate the IHS Produce Prescription Pilot Program (P4) evaluation activities addressing food insecurity in Native communities. The contractor's primary responsibilities include: creating and managing the P4 evaluation framework with data coordination for existing and additional programs; organizing and facilitating meetings with IHS P4 support team staff and grantees; and organizing nutrition security training and evaluation capacity-building activities for P4 grantees. The contract has a base period of one year from the date of award with four optional one-year extension periods. The NAICS code is 541690 (Other Scientific and Technical Consulting Services), with a small business size standard of $19.0 million. The government asserts that CNHI is the only organization uniquely qualified to provide these services without substantial cost duplication, technical risk, or performance delays. This notice is not a request for competitive proposals; however, respondents may submit clear and convincing evidence that competition would benefit the government by the stated closing date. The government reserves the right to conduct a competitive procurement based on responses received and will announce any resulting solicitation through Federal Business Opportunities. No response deadline or contract award date is specified in this document.
