This notice announces the Defense Health Agency's intent to sole source a contract with the Archdiocese of Los Angeles to provide Roman Catholic Priest night-time on-call services at the Naval Medical Center San Diego. The agency requires an ordained Catholic priest endorsed by the Archdiocese for Military Services with certain educational and experience qualifications to provide spiritual and pastoral care, sacraments, visitation and counseling to Catholic patients, personnel and beneficiaries from 1600-0700 weeknights and 24/7 on weekends and holidays. Interested parties must submit capability statements by March 14th demonstrating ability to perform the work and validation from the Archdiocese of Los Angeles.
There is no set-aside designated. The performance work statement provides requirements for over five program years through March 2029. The place of performance is the Naval Medical Center San Diego. Capability statements are limited to six pages and must be submitted electronically by 1000 AM Pacific time on the March 14th deadline.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: HT941024N0040. Defense Health Agency, Western Markets Contracting Division intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

Auxillary Bishop of the Roman Catholic Archdiocese of the Military and has been identified as the only source who can authorize the services of the Roman Catholic Priest located at Naval Medical Center San Diego CA 92134.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and can provide valid capability to provide required services validated by Archdiocese of Los Angeles. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 1000AM Pacific Time, 14 Mar 2024. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: dernell.w.wade.civ@health.mil. The email subject line shall state, “DHA Western Markets Contracting Division, Special Notice Number HT941024N0040.”
