About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis issued a sources sought notice on June 9, 2026, announcing its intent to award an Elsevier Subscription Agreement contract on a sole source basis to Elsevier Inc. (Maryland Heights, Missouri) under the statutory authority of 10 U.S.C. 2304(c)(1) (FAR Part 6.302-1). Responses are due by June 12, 2026.

Small businesses in all socioeconomic categories — including 8(a), Service-Disabled Veteran-Owned, Women-Owned Small Business, Small Disadvantage Business, and Historically Underutilized Business Zone concerns — are particularly encouraged to describe their identifying capabilities and pricing. The Government will use responses to determine whether to proceed with competitive solicitation; a determination not to compete remains solely within Government discretion. This notice does not constitute an RFQ, IFB, or RFP, does not commit the Government to contract, and will not accept unsolicited proposals. Responders will not be reimbursed for administrative costs, and submittals will not be returned.
