About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Leavenworth, Kansas, has issued a Special Notice of Intent to award a sole-source contract to N Harris Computer Corporation for 911 Emergency Dispatch maintenance. The contract will cover software equipment maintenance for the current dispatch system at Fort Leavenworth, utilizing the statutory authority under 10 U.S.C. 2304(c)(1). The procurement falls under the NAICS code 541511 for Custom Computer Programming Services, with a size standard of $34 million. The notice emphasizes that while this is not a competitive solicitation, the government will consider any quotations or responses received before the closing date. The contract is specifically for maintaining the existing TAC10 Computer-Aided Dispatch (CAD) system that provides critical 24/7/365 emergency dispatch services.

Interested contractors can respond to the notice by providing clear and convincing evidence that competition would be advantageous to the government. Any written responses must demonstrate a bonafide capability to fulfill the requirement and should be emailed to Eric Grande at eric.p.grande.civ@army.mil no later than 1:00 PM CST on March 9, 2025. The government will determine whether to compete the requirement based on these responses, with the ultimate decision solely at its discretion. The sole-source justification is based on the proprietary nature of the installed system, lack of authorized resellers, and the high cost of implementing a new 911 system, which would exceed $500,000. The proposed contract is a fixed-price purchase order funded by Operations & Maintenance, Army (OMA) funds for fiscal year 2025, covering a five-year period from April 1, 2025, to March 31, 2030. Contractors should note that the government will not be responsible for any costs incurred in responding to this notice.
