About this opportunity
The U.S. Coast Guard has published a Special Notice announcing its intent to award a sole-source contract to Cepheid for maintenance services of GeneXpert molecular disease analyzers. The procurement is being conducted under FAR 6.302-1 authority for situations where only one responsible source can satisfy agency requirements. The Coast Guard operates 10 GeneXpert systems across various locations including TRACEN Cape May and the Coast Guard Academy, which are used for COVID-19, FLU A/B, RSV, and STREP testing capabilities. The agency has determined that Cepheid, as the original equipment manufacturer, is the only vendor capable of providing the necessary proprietary maintenance services due to their unique technical knowledge and specialized expertise. The notice was posted on July 28, 2025, under PSC code J059 for electronic equipment maintenance and NAICS code 811210 for electronic and precision equipment repair.
The primary objective of this sole-source procurement is to ensure continued operational capability of critical molecular testing equipment that supports Coast Guard health and safety operations. Contractors have until August 29, 2025, to respond to this notice, though the Coast Guard has already conducted extensive market research including SAM.gov reviews and multiple Requests for Information to identify potential alternative sources. Only Cepheid is eligible to participate in this procurement due to the proprietary nature of the technology and firmware involved in the GeneXpert systems. The maintenance contract will provide comprehensive coverage including routine and emergency maintenance, 24/7 telephone support, and complete parts and labor services to maintain the functionality of these essential diagnostic devices. The Coast Guard's existing Cepheid devices remain within their expected service life, making continued maintenance agreements the most cost-effective approach rather than procuring alternative systems from different manufacturers.
Notice text
Notice of Intent to Sole Source
PSC Code: J059 - Maint/repair/rebuild of equipment- electrical and electronic equipment components
NAICS Code: 811210- Electronic and Precision Equipment Repair and Maintenance
General Description: The US Coast Guard (USCG) intends to award a sole source contract to Cepheid, the original equipment manufacturer (OEM), for the maintenance service of their proprietary devices. This procurement is being conducted under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Rationale: The rationale for this sole source procurement is based on the proprietary nature of the devices manufactured by Cepheid. As the OEM, Cepheid possesses unique technical knowledge, proprietary tools, and specialized expertise required to perform maintenance services on their molecular disease analyzers. No other vendor has the capability to provide the required maintenance services due to the proprietary technology involved.
Efforts to identify additional sources were conducted, including a review of the System for Award Management (SAM.gov), the issuance of multiple Requests For Information (RFIs), and other market research activities. Alternatives devices were discovered but require the procurement of alternative and proprietary devices. Current USCG owned Cepheid devices are still within their expected service life. This confirms that there are no other sources that were found capable of fulfilling the requirements due to the proprietary nature of the devices
Actions Taken to Remove Barriers to Competition: Efforts were made to identify additional sources and remove barriers to competition, including issuing this notice of intent to sole source on SAM.gov. It is determined that Cephid remains the only source capable of providing the necessary maintenance services for these specific devices.
Conclusion: Based on the proprietary nature of the devices and the unique capabilities of Cepheid, USCG intends to proceed with awarding a sole source contract to Cepheid for the maintenance services required.
