About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has published a Special Notice announcing its intent to sole source a Basic Horsemanship Course contract to Clairvaux LLC. This contract, valued at $636,075, will provide basic riding instruction to the Old Guard Caisson Detachment from September 29 to December 19, 2025. The Army's Caisson Detachment requires this specialized training to support their congressionally mandated mission of conducting military funeral ceremonies at Arlington National Cemetery. The contracting agency determined that only one contractor, Clairvaux LLC, is capable of meeting the specific training requirements within the required timeline. This determination follows a previous competitive solicitation that received only one responsive proposal.
The purpose of this sole source award is to fulfill the critical training needs of the Caisson Detachment, which requires specialized horsemanship instruction to maintain operational readiness for military funeral ceremonies. The contractor must provide all personnel, equipment, horses, and facilities necessary to deliver comprehensive riding instruction, including maintaining a 3:1 student-to-instructor ratio and providing weekly training summaries. The training facility must meet extensive specifications, including a minimum 14-acre site with multiple arenas, classroom capabilities, and at least 15 horses meeting specific age, health, and training criteria. The contract will be incrementally funded using FY25 and FY26 Operations and Maintenance funds. While the Army continues to survey the market for potential future competition in FY26, the immediate need and unique facility requirements necessitate this sole source award to ensure continuity of this mission-critical training program.
