About this file

This document is a FAR Part 13 Justification and Approval for a sole-source contract for Basic Horsemanship training. The Old Guard Caisson Detachment requires training from 29 September to 19 December 2025, with Clairvaux LLC as the sole contractor awarded at a value of $636,075. The contract will be incrementally funded with FY25 and FY26 O&M funds. Only one proposal was received during a previous competitive solicitation, and the contracting office determined that Clairvaux is the only source capable of meeting the specific training requirements within the needed timeline.

The training facility must meet extensive specifications, including a minimum 14-acre site, multiple arenas, classroom capabilities, and at least 15 horses meeting specific age, health, and training criteria. The contract is critical to the Caisson Detachment's congressionally mandated mission of conducting funerals at Arlington National Cemetery. The requiring activity continues to survey the market and may recompete the requirement in FY26, but the current urgent need and unique facility requirements necessitate this sole-source award to Clairvaux LLC.

FAR Part 13 Justification and Approval Simplified Procedures for Certain Commercial Items

1. Requiring Activity: The Old Guard Caisson Detachment

2. Contracting Activity: MICC Fort Belvoir

3. Description of Action: This action is a new FFP contract to provide Basic Horsemanship training to the Old Guard Caisson Detachment from 29 September – 19 December 2025. The value of the contract will be approximately $636,075, incrementally funded with FY25 and FY26 O&M funds. The awardee will be Clairvaux LLC, CAGE 0PKQ8, 40706 Farm Market Rd, Leesburg, VA 20176.

4. Description of Supplies/Services: Basic Horsemanship training for Caisson Detachment Soldiers from 29 September 2025 – 19 December 2025.

Period of Performance (POP) Estimated Value 29 September 2025 – 19 December 2025 $636,075 $636,075

5. Authority Cited: Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

6. Reason for Authority Cited: Only one responsible source and no other services will satisfy agency requirements. The Old Guard Caisson Detachment has a need for Basic Horsemanship Training. The training was planned to be provided under an optional task under Contract No. W91QV1-25-C-0012; and while the option is legally available, the approver determined that a new award would be made instead. There is only one source that can provide this service.

The next training is needed by 26 September and Clairvaux is the only source that can provide the services on the timeline needed. There are only a few contractors that have the facilities that meet the requirements for the training. Even assuming another source were interested in this training requirement, any other source would require a significant evaluation of facilities and personnel capabilities; and the time it would take for such an evaluation would extend beyond the need date. Since Clairvaux recently provided training, the Provisional Caisson Detachment already knows that they can provide the facilities and services required.

a. Background: Contract W91QV1-25-C-0012 was competed and awarded recently, on 18 April 2025. Among the requirements for basic horsemanship course are: the Contractor’s facility shall be equal to or greater than 14 acres; the facility shall include additional access to land supporting activities outside of an enclosed ring like trail riding or open space riding; the Contractor’s facility shall include one or more fenced outdoor

Highlight arenas, one or more indoor or enclosed covered arenas, and an area for the use of carts, wagons, and carriages; arenas shall be no smaller than 13,000 sq. ft; facility shall include the ability to set up a classroom with audio/visual capability for no fewer than fifteen (15) students and five (5) visitors or instructors; the Contractor shall provide a minimum of fifteen (15) horses that are properly educated on established aids for teaching basic horse mastership (15.2-17 hands) to serve as professional level training aids to efficiently instill proper riding fundamentals; horses shall be safe to train beginner riders outside of the arena; horses shall be between 5-28 years of age (average of 8-12 years old) and shall not be gaited; horses shall be free of any disease, a healthy weight, and free of limiting lamenesses and provide Coggins Reports for horses; and Facility shall have all required spaces for the welfare of equine to include but are not limited to stables, feed room, and tack room.

Only one proposal was received in response to the combined synopsis and solicitation number W91QV1-25-R-0018, which was issued on March 19, 2025.

b. Alternatives: There are no alternatives available. The Old Guard is evaluating its future training requirements.

c. Impact if not approved: The Old Guard Caisson Detachment is at high risk of failing their congressionally mandated mission to conduct funerals in Arlington National Cemetery.

7. Efforts to Obtain Competition: The Contracting Officer published the notices required by FAR 5.201 for the April 2025 award, which included the current training period and will republish the notice for this requirement and any bids or proposals received shall be considered.

a. Effective competition: A competition was conducted in March 2025, but only one proposal was received. Given the short time since the last competition, there is no reason to believe that additional contractors would propose if this requirement were recompeted.

b. Subcontracting competition: N/A; contractor is a small business.

8. Actions to Increase Competition: The requiring activity continues to survey the market. This requirement may be recompeted in FY26.

9. Market Research: Small businesses responded to initial market research, however, did not provide a proposal when this exact training was offered for competition.

10. Interested Sources: While requests for Information identified interested sources;

only one proposal was received in response to the combined synopsis/solicitation posted on March 19, 2025.
