This civilian agency contract opportunity involves transitioning from UTC Facility Commander hardware to Lenel OnGuard Hardware to achieve FIPS 201-2 compliance. The Special Notice was posted on May 19, 2025, with a response deadline of May 27, 2025. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and Part 12-Acquisition of Commercial Items. The solicitation is authorized under FAR 6.302-6 - National Security, which allows for limited contractor participation.

Only three specific contractors have been identified as eligible to receive solicitation: Securitas, Convergint Federal, and SCDataCom, each with their unique entity identification numbers. The contract period of performance is set for one year from the award date, and the acquisition is not expected to exceed the simplified acquisition threshold. Contractors should note that all solicitation communication will occur directly with the proposed contractors, and no formal combined synopsis/solicitation will be issued. The procurement falls under the Security Systems Services NAICS category (561621) and will involve installation of equipment for alarm, signal, and security detection systems. After the contract is awarded, ATF will post the notice of award and written sole-source justification.
