About this opportunity

The Department of the Navy Naval Air Systems Command has published a Special Notice announcing their intent to award a sole source purchase order to Taylor Hobson, Inc. for repair services of an Aerospect SPS 2500 system. The Commander Fleet Readiness Center Procurement Group at Patuxent River, Maryland issued this notice under Federal Acquisition Regulation 13.106-1(b)(i), citing that only one source is reasonably available to meet the agency's requirements. The procurement involves replacing a failed operating computer in a Taylor Hobson Aerospect SPS 2500 unit located at Fleet Readiness Center Southwest in San Diego, California. Taylor Hobson is the original equipment manufacturer of this specialized measurement equipment and owns the proprietary software required for its operation. The company has no authorized third-party distributors for repairs or software, necessitating direct procurement from the manufacturer.

The primary objective of this sole source procurement is to restore the Aerospect SPS 2500 to operational status by replacing the failed computer with a new Windows 11 system, complete with specialized data acquisition cards, calibration components, and the latest SPS software. Contractors have three calendar days from the publication date of August 19, 2025 to submit capability statements if they believe they can provide equivalent services, with responses due by August 22, 2025. The contractor must be factory-trained, have access to original equipment manufacturer files, and possess the capability to perform calibration and preventative maintenance services. Base access requirements mandate US citizenship and completion of SECNAV Form 5512/1 for personnel entering the naval facility. The government emphasizes that this notice is not a request for competitive quotes, but rather an announcement of their intention to proceed with sole source procurement, though they will evaluate any capability statements received to determine if competitive procurement is warranted.

Notice text

The Commander Fleet Readiness Center (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Taylor Hobson, Inc., 705 Enterprise St, Aurora, IL 60504 (Cage Code: 64790) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center Southwest (FRCSW) has a requirement to replace a failed operating computer in a Taylor Hobson Aerospect SPS 2500.  Taylor Hobson is the original equipment manufacturer (OEM) of the Aerospect SPS 2500.  The Aerospect software must be retained for equipment to function correctly.  Taylor Hobson owns the software.  In addition, the operating computer requires many unique data acquisition (DAQ) cards to operate with the gauge heads and encoder.  These components must come from and be calibrated by the OEM.  Taylor Hobson has no authorized 3rd party distributors for repairs or the software. For this reason, the government intends to procure this service on a sole source basis from Taylor Hobson, Inc. (CAGE Code: 64790).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.  However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the government.
