About this opportunity
The Department of the Army National Guard's 130th Contracting Office in Charleston, West Virginia has published a Special Notice announcing its intent to award a sole-source contract to Advantor Systems Corporation. The procurement involves relocating a DEDTEL Panel from Building 109 to Building 107 and connecting it to Government-Furnished Equipment including a Wireless Duress Receiver and Keyed Duress Installation. This action is being conducted under Federal Acquisition Regulation 13.106(b)(1) authority, which permits sole-source procurement under specific circumstances. The notice serves as the mandatory 15-day notification required by FAR Subpart 5.203 before awarding a non-competitive contract. The work falls under the Security Systems Services category and involves electrical hardware and supplies for what appears to be a security system enhancement project.
The primary purpose of this Special Notice is to fulfill regulatory requirements for transparency while proceeding with a justified sole-source procurement based on Advantor's proprietary security system that meets specific Nuclear Configuration Management Database Equipment Approval Directive requirements. Interested vendors may submit capability statements demonstrating their ability to provide the requested services by August 12, 2025, at 10:00 AM EST to the designated contracting specialists. However, the government explicitly states this is not a request for competitive quotes or proposals, and any determination to compete the contract remains at the government's sole discretion. All responsible sources are eligible to respond, though they must appropriately mark any proprietary information and understand that the government will not reimburse costs associated with submissions. The justification documents indicate that market research confirmed no alternative sources could meet the specific technical and configuration requirements, as Advantor is the only approved vendor whose equipment appears on the Nuclear Equipment Approved List.
