About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility Contracting Office (Code 400) issued a sole-source intent notice on August 19, 2026, to award a firm fixed service contract to SNW TEC LLC for advanced orbital weld training, with a response deadline of August 26, 2026. The Navy intends to procure five days of Swagelok orbital welding training scheduled for September 14–18, 2026, under FAR 12 with a Justification and Approval prepared per FAR 6.103-1.

PSNS is reviving its Swagelok orbital welding program to support production work and requires training for new engineers and technicians. The Navy determined that Swagelok is the sole appropriate source because the curriculum is directly tied to Swagelok orbital welding equipment, tooling, operating practices, and application requirements. Equivalent third-party training would not provide equivalent product-specific instruction, application support, or alignment to manufacturer guidance.

The contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to conduct the training. Specific contractor-furnished items include welding materials and equipment such as cabling and mounts. The government furnishes no property or equipment. Training objectives include familiarizing PSNS employees with Swagelok orbital welder operation and qualifying all attendees to operate equipment in accordance with ASME BVPC Section IX standards, with qualifications lasting six months after course completion.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source firm fixed service contract to SNW TEC LLC. The contract is expected to be awarded under FAR 12. A Justification and Approval for Other Than Full and Open Competition has been prepared IAW FAR 6.103-1.

The period of performance shall be from approximately 14TH  September 2026 through 18TH  September 2026 for five days of training.

INTENT TO SOLE SOURCE - SERVICE -  INTENT TO SOLE SOURCE ADVANCED ORBITAL WELD TRAINING

PSNS&IMF requires training  by Swagelok for orbital welding. The Swagelok orbital welding program at PSNS is slowly being revived to be used in production work. With new engineers and technicians involved in the program, attending the Swagelok orbital welding training hosted by Swagelok Northwest will greatly benefit the Swagelok orbital welding program at PSNS.

Swagelok is the appropriate sole source for this training because the instruction is directly aligned to Swagelok orbital welding equipment, tooling, operating practices, and application requirements. The training is designed to help operators set up, operate, and apply Swagelok orbital welding systems correctly and consistently in real-world conditions. Because the curriculum is tied to Swagelok equipment, accessories, and recommended practices, equivalent training from a third party would not provide the same level of product-specific instruction, application support, or alignment to manufacturer guidance.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform orbital welding training and qualification as defined in this Performance Work Statement except for those items specified as government furnished property and services.  The contractor shall perform to the standards in this contract.
