About this opportunity
The Federal Bureau of Investigation (FBI) Headquarters Division has issued a Special Notice announcing its intent to sole source a contract for maintenance services of two Ultra-Performance Liquid Chromatography (UPLC) systems. The notice pertains to specialized equipment used by the FBI Laboratory Division's Chemistry unit for identifying residues, specifically located in Huntsville, Alabama. The contract is anticipated to be awarded to Waters Technologies Corporation, the original equipment manufacturer, with a total estimated value not exceeding $40,000. This includes a one-year base period with one potential one-year option extension. The Special Notice is being published in compliance with Federal Acquisition Regulation (FAR) Subpart 5.2 requirements.
Contractors interested in responding to this notice must provide clear and convincing evidence that competition would be advantageous to the government, though the FBI emphasizes that this is not a formal request for proposals. Responses must be submitted via email to Contracting Officer Logan Swiger at lswiger2@fbi.gov by 2:00 PM EST on January 6, 2025. The government maintains sole discretion in determining whether to competitively procure these services and will not compensate respondents for any information submitted. Waters Technologies Corporation is being considered as the sole source provider due to their status as the exclusive manufacturer of the proprietary UPLC systems and the requirement that only their trained service engineers can perform maintenance without voiding the equipment's warranty. Any potential contractors should carefully review the justification and understand that the government's decision is final regarding the procurement approach.
