About this file

This is a Justification and Approval (J&A) document from the FBI's Finance Division/Procurement Section for other than full and open competition. The document justifies a sole-source contract to Waters Technologies Corporation for service of two Ultra-Performance Liquid Chromatography (UPLC) systems located in Huntsville, AL.

The contract has an estimated value not to exceed $40,000 for a one-year base period plus one one-year option. The justification cites that Waters Technologies Corporation is the only manufacturer of this proprietary equipment and only their trained service engineers can provide maintenance without voiding the warranty. The UPLC systems are used by the FBI Laboratory Division's Chemistry unit for identifying residues. The notice will be published as required by FAR Subpart 5.2, though no other sources have expressed written interest. Responses to this notice are due by 2:00 PM EST on January 6, 2025, and should be sent to Contracting Officer Logan Swiger at lswiger2@fbi.gov.
