About this opportunity

The 36th Contracting Office at Andersen Air Force Base in Guam has issued a Special Notice announcing its intent to award a sole source contract to PHI for a specialized double flare machine. The Department of the Air Force is seeking to procure this pneumatic or hydraulic machine for $142,747.00, including shipping to Guam, with a 36-week delivery period. The machine is required for the Aircraft Structural Maintenance Section's tube finishing operations and must meet specific technical specifications including double lap flaring capabilities between 1/8 and 1/2 inches, single flares between 1/8 and 3/4 inches, and beading capacity from 3/16 to 1/2 inches. The equipment must comply with Military Standard and SAE specifications and work with multiple materials including aluminum, steel, CRES, and titanium. Market research conducted by the government, including outreach to seventeen potential vendors, determined that PHI is the only manufacturer capable of providing the required product.

The purpose of this Special Notice is to provide advance notification of the government's intent to make a sole source award while allowing other contractors an opportunity to demonstrate their capability to provide competitive alternatives. Interested parties have until June 27, 2025, at 3:30 PM Chamorro Standard Time to submit responses to designated contracting personnel via email. The notice explicitly states this is not a request for competitive offers and no solicitation will be issued, but responsible sources may submit capability statements, proposals, or quotations that will be considered by the agency. Contractors must provide clear and convincing evidence that competition would be advantageous to the government to potentially alter the sole source determination. If no qualifying responses are received by the deadline, the Air Force will proceed with awarding the contract to PHI under the authority of FAR 6.302-1, which permits sole source procurement when only one responsible source can satisfy the requirement.
