About this opportunity

The Federal Aviation Administration (FAA) has issued a Special Notice announcing its intent to award a single-source contract to CAE Simuflite, Inc. of Dallas, TX for initial and recurrent ground school and flight training for FAA inspectors and pilots in the Falcon DA-6X aircraft. The contract will be for the Flight Standards Service Training Division and is anticipated to be an Indefinite Quantity/Indefinite Delivery contract with Firm Fixed Price Contract Line Item Numbers (CLINs). The anticipated contract duration is five years, consisting of a base period and four option periods. The Special Notice is being published in accordance with the FAA Acquisition Management System (AMS) Policy to inform industry about the basis for selecting a single source. The contract will not be available for full and open competition and will be awarded to Boeing.

The primary purpose of this Special Notice is to provide comprehensive training for FAA Flight Standards Operations Inspectors and Aircraft Certification Pilots to qualify them on the Dassault Falcon 6X aircraft and meet Airline Transport Pilot (ATP) standards. Key training requirements include initial pilot qualification involving ground school, full flight simulator training, and practical tests, as well as recurrent pilot qualification for maintaining proficiency. Contractors must adhere to specific guidelines, such as limiting training to a maximum of 4 hours of flight instruction or 8 hours of ground school per day and avoiding training between midnight and 6:00 AM. The contractor must provide an FAA-approved Full Flight Simulator, training materials, and appropriate classroom facilities. All questions regarding the announcement must be submitted in writing to Joe Oglesby at joe.oglesby@faa.gov by 2 PM Central Time on February 14, 2025. The contractor will be required to notify the Contracting Officer's Representative within 5 working days of training completion and issue training certificates.

The purpose of this single source announcement is for the requirement for Initial/Recurrent ground school and flight training to FAA inspectors/pilots in the Falcon DA-6X for Flight Standards Service Training Division (AFB) employed by the Federal Aviation Administration (FAA). 

The FAA intends to award on a single source basis with CAE Simuflite, INC of Dallas, TX, as they are the only known source. It is anticipated the resultant contract will be an Indefinite Quantity/Indefinite Delivery with Firm Fixed Price CLINs. The contract is anticipated to be a base plus four options periods, a total of five years in length.

Purpose of the Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA’s decision to contract with a selected source via single source procedures. 

This announcement is for informational purposes only and not a Solicitation/Request for Proposal.
