About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is seeking to procure specific aircraft components for UH-1N and TH-1H helicopters, including rotor masts, 90-degree gearboxes, and 42-degree gearboxes. The agency intends to award a sole source contract to Bell Textron Inc. for these specialized parts, which are critical components for helicopter drive train and rotor systems. Interested parties are invited to identify their capabilities and interest in responding to this requirement by March 11, 2025, by contacting Anthony Light and April Walls via email. The procurement will be conducted using Other Than Full and Open Competition under FAR 6.302-1, with Bell Textron identified as the only responsible source due to their exclusive technical data and manufacturing capabilities. The government has determined that no other suppliers can adequately meet the performance requirements for these specific helicopter components.

The pre-solicitation notice indicates no specific set-aside designations for this procurement, and the contract will be awarded directly to Bell Textron Inc. as the original equipment manufacturer with CAGE code 97499. The specific National Stock Numbers (NSNs) for the components include 1615-00-255-2896 for rotor masts, 1615-01-008-7748 for 90-degree gearboxes, and 1615-01-015-0584 for 42-degree gearboxes. While no precise contract value or quantity is specified in the notice, the procurement is focused on replacement and maintenance parts for UH-1N and TH-1H helicopter systems. The solicitation emphasizes that this announcement is for informational purposes only, and respondents will not be compensated for any submitted information. The contract will be administered through the Robins Air Force Base location in Georgia, with the primary objective of ensuring continued operational readiness of specific helicopter assets.

 ITEM DESCRIPTION:
The Rotor Mast is an assembly of parts not all having the same item name which is used as an extension between the transmission and rotor hub on the UH-1N ACFT.
The 90 Degree Gearbox is located at the top of the tail-boom vertical fin. The gearbox provides 90-degree change in direction of the drive train and 2.6:1 speed reduction between input driveshaft and its output shaft on which the tail rotor is mounted. The gearbox consists of mating input and output gear quill assemblies set into a gear case provided with a breather-type oil filler cap, oil level sight gauge, and a drain plug with a chip detector. The input quill has a flexible coupling for attachment of driveshaft. Control linkage is attached on the left side with a control rod extending through the rotor shaft.
The 42 Degree Gearbox is an intermediate gearbox located on the tail-boom, at the base of the vertical fin. This gearbox provides a 42-degree change in direction of the tail rotor drive-shafts, with no speed change. The gearbox assembly consists of a case with a gear quill in each end. The case is fitted with an oil filter cap, an oil level sight gauge, and a drain plug equipped with a magnetic insert. The input and output quills have flexible couplings for attachment of drive-shafts. Access is provided by a vented cover with quick- release fasteners.

The Gate Valve is a Motor Operated Fuel Shutoff Valve that is part of the Filter Fuel System Installation of the TH-1H and UH-1N ACFTs.  The fuel shutoff valves open or close to control the flow of fuel to the engines. Power is supplied to these valves by the essential bus through circuit breakers.
