About this opportunity
The 628th Contracting Squadron at Joint Base Charleston, South Carolina intends to award sole-source contracts to increase the ceiling of an existing HUBZone Multiple Award Construction Contract (MACC) from $96 million to $161 million by May 11, 2026, with a capability-interest deadline of 1:00 PM EST on that date. The procurement is set aside for HUBZone sole source and will be awarded without competitive proposals to the three current MACC holders: Outside the Box, Hightower Construction, and A Plus K&K JV, under FAR 6.302-1.
Place of performance is Joint Base Charleston, South Carolina. The contract covers construction services including demolition, new construction, alterations, repairs, and design-build projects on real property. Current contractors are the sole sources capable of performing due to unique qualifications and base access; competitive solicitation would impose approximately 180 days of delay per project and estimated cost duplication exceeding $5.8 million.
The $65 million ceiling increase is justified by inflation in material and labor costs, with current total obligations across all contractors at $77.45 million as of April 14, 2026. The performance period extends through May 14, 2029. Funding will come from FY26 and FY27 Operations and Maintenance appropriations. Joint Base Charleston intends to award a follow-on MACC in 2027. This notice is for informational purposes only; no award will be made based on responses to this source-sought notice. A fully coordinated Justification for Other Than Full and Open Competition has been attached.
