About this opportunity
The U.S. Embassy Abuja is extending a noncompetitive contract to the incumbent contractor for Group Medical Coverage (GMC) health insurance services through November 17, 2026, with a response deadline of June 30, 2026. This six-month extension to contract 19N10221D0001 is justified under FAR 52.217-8 (Option to Extend Services) and FAR 6.103-2 (unusual and compelling urgency), and follows approval of a Justification and Approval (J&A) for other than full and open competition.
The extension covers approximately 929 locally employed staff and 2,993 total covered individuals (including dependents) at the Embassy in Abuja and the Consulate in Lagos. Extension cost is estimated at approximately $523,269 (Naira 706,413,194.50) and is based on rates consistent with the current contract and market research confirming comparable pricing for comprehensive health insurance in Nigeria.
The incumbent contractor, Axa Mansard, is the sole source capable of providing uninterrupted coverage due to its established nationwide provider network, enrollment systems, and five years of demonstrated performance. The extension ensures continuity of mission-critical services while the Government completes a competitive follow-on acquisition, which carries an estimated completion timeline of six months. The follow-on solicitation will be advertised on SAM.gov and the mission website for a minimum of 45 days to maximize competition.
Notice text
The United States Mission in Nigeria intends to award a noncompetitive contract extension to the incumbent contractor for the continued provision of Group Medical Covoverage (GMC) Health Insurance Services.
This action will extend performance under Contract No. 19N10221D0001 for a period not to exceed six (6) months, in accordance with FAR 52.217-8 Option to Extend Services, following approval of a Justification and Approval (J&A) for other than full and open competition. The extension is required to ensure continuity of mission-critical health insurance services while the Government completes a competitive follow-on acquisition.
The Government has determined that only the incumbent contractor can continue to provide the required services without unacceptable disruption to operations during the transition period as detailed in the Justification and Approval document.
This notice is published in accordance with FAR Part 5 Publicizing Contract Actions.
