About this file
This is a Justification for Other Than Full and Open Competition document from the U.S. Department of State for a contract modification at the Overseas Post in Nigeria.
The modification extends contract 19N10221D0001 for Group Medical Coverage (GMC) health insurance services for six months, from May 18, 2026, to November 17, 2026. The contract covers approximately 929 Locally Employed Staff members and approximately 2,993 total covered individuals (including spouses and children) at the U.S. Embassy in Abuja and U.S. Consulate in Lagos. The estimated value for the extension period is Naira 706,413,194.50 (approximately $523,269.03). The extension is justified under FAR 52.217-8, Option to Extend Services, based on unusual and compelling urgency (FAR 6.103-2). The purpose of the modification is to ensure continuity of critical health insurance services while a competitive follow-on acquisition is being processed, which has an estimated completion time of six months.
The incumbent contractor, Axa Mansard, is the sole source capable of providing uninterrupted coverage due to its established nationwide provider network, robust enrollment systems, and demonstrated performance over five years. The Contracting Officer has determined the extension cost is fair and reasonable based on rates consistent with the current contract and market research indicating comparable comprehensive health insurance plans in Nigeria are commercially available at similar pricing. Mission Nigeria is actively pursuing a competitive follow-on acquisition using streamlined commercial procedures, with the combined synopsis and solicitation to be advertised on SAM.gov and the mission website for a minimum of 45 days to maximize competition for the permanent replacement contract.
