About this opportunity

The US Coast Guard has issued a Special Notice announcing its intent to award a contract for oily waste offload services for the USCGC HEALY. The vessel requires removal of approximately 9,000 gallons of waste oil and oily water from its storage tanks due to damage from a fire main rupture. The work will be performed at the Municipal Pier in Dutch Harbor, Alaska, with operations scheduled for July 11-13, 2025. The Coast Guard will use its installed pumping system to transfer the waste through shore tie connections located near the fueling station. The contract falls under the ship building and repairing NAICS category and maintenance/repair of marine equipment PSC classification.

The primary objective of this Special Notice is to identify a qualified contractor capable of safely removing and properly disposing of the contaminated fluids in accordance with all applicable federal, state, and local environmental regulations. Interested contractors must verify their capability once the cutter arrives and moors in Dutch Harbor, with the connection distance from the vessel to the loading truck being approximately 100 feet. The response deadline is July 10, 2025, with work beginning on the first day of the cutter's arrival. The solicitation does not specify particular eligibility criteria beyond the contractor's ability to perform the required waste removal and disposal services. Primary contact for this opportunity is Ryun Konze at the USCGC Healy, with LT Christopher Maytum serving as the secondary point of contact.
