About this opportunity
The U.S. Geological Survey intends to issue a sole source award to Hitachi High-Tech America, Inc. in Dallas, Texas for annual preventive maintenance of a Hitachi SU-5000 FE-SEM and AMICS software at the Geology, Energy and Minerals Science Center in Reston, Virginia. This is not a competitive procurement but rather a notice of intent to award under FAR 13.106-1(b) authority due to Hitachi's exclusive access to proprietary software, coding, instrument diagrams, test equipment, circuit boards, and specialized parts required for proper diagnosis and repair. The government justifies the sole source approach by noting that only Hitachi-trained service engineers possess the necessary expertise and access to proprietary tools and methods essential for maintaining this specialized scientific equipment. The maintenance service is critical for supporting the research conducted by project staff who rely on this large inventory of scientific and laboratory instruments. Responses may be submitted to Jenna Dunning at jmdunning@usgs.gov no later than 4:00 PM ET on August 27, 2025, with an anticipated award date of August 28, 2025.
This procurement does not utilize any set-aside designation and is classified under NAICS code 811210 with a size standard of $34 million. Hitachi High-Tech America, Inc. serves as both the incumbent and sole qualified contractor due to their proprietary relationship with the equipment and exclusive training provided at Hitachi's manufacturing facility in Japan. The contract period of performance spans one year from September 1, 2025, to August 31, 2026, structured as a firm fixed-price purchase order. The procurement falls under PSC category J066 for maintenance, repair, and rebuild of instruments and laboratory equipment. Vendors must be registered in the System for Award Management (SAM) at sam.gov to be eligible for contract award, and the government emphasizes that no solicitation document exists since this is purely an informational notice rather than a request for competitive proposals.

THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR 13.106-1(b) to Hitachi High-Tech America, Inc. in Dallas, Texas for annual preventive maintenance of Hitachi SU-5000 FE-SEM and the AMICS software for the Geology, Energy and Minerals Science Center in Reston, Virginia. Hitachi High-Tech America, Inc. has exclusive access to all software, coding, property instrument diagrams, test equipment, circuit boards, and parts needed to properly diagnose and repair the Hitachi SU-5000 FE-SEM and the AMICS software. Additionally, Hitachi High-Tech America, Inc. service engineers are trained at the Hitachi manufacturing facility in Japan on the proper use and techniques associated with those proprietary tools, parts, software, and methods.
