About this opportunity
The Defense Health Agency (DHA) issued this Special Notice on January 20, 2026, announcing its intent to award a sole source contract to Cadmium for continued services related to the EthosCE Learning Management System (LMS). This is not a competitive solicitation or request for proposals, as the agency has determined that only Cadmium can satisfy the requirement. The EthosCE platform currently serves as DHA's primary system for managing continuing education and continuing medical education (CE/CME) activities for military and civilian healthcare providers across the Military Health System. The notice was published in accordance with Federal Acquisition Regulation Part 5 requirements for sole source awards.
The primary purpose of this sole source award is to ensure continuity of operations and uninterrupted access to CE/CME services for military and civilian medical and dental personnel. DHA determined that transitioning to an alternative system would present unacceptable operational risks to accreditation, reporting, and compliance requirements. The contractor shall provide platform access, hosting, technical support, and maintenance services that enable management of accredited learning activities, learner tracking, compliance reporting, and accreditation workflows. Interested parties may identify their interests and capability to respond, with a deadline of February 4, 2026. The requirement is classified under NAICS Code 611430 (Professional and Management Development Training) with a size standard of $15.5 million, and uses Federal Supply Code U099 for Education/Training services.
